O you who heed warning: what ails you that when it is said to you: “Go forth in the cause of God,” you cling to the earth? Are you content with the life of this world over the Hereafter? But the enjoyment of the life of this world in the Hereafter is only small.

Save you go forth, He will punish you with a painful punishment and replace you with a people other than you — and you will not harm Him at all; and God is over all things powerful —

Save you help him. And God helped him when those who ignore warning turned him out, the second of two, when they were in the cave, when he said to his companion: “Grieve thou not; God is with us.” Then God sent down His tranquillity upon him, and strengthened him with forces you did not see, and made the word of those who ignore warning the lowest; and the word of God, it is the uppermost; and God is exalted in might and wise.

Go forth, light or heavy, and strive with your wealth and your lives in the cause of God; that is best for you, if you would know.

Here you are, called to spend in the cause of God, then among you is he who is miserly; and whoso is miserly, he is but miserly against his soul. And God is the Free from Need, and you are poor. And if you turn away, He will replace you with a people other than you, then will they not be the likes of you.

Not sure I see where you are going with this? These set of verses are a warning to the believers that if they do not act, they will be replaced with a people who are not like them - "humble towards the believers; stern towards the false claimers of guidance; striving in the cause of God, and fearing not the reproach of a critic".
O you who heed warning: whoso among you renounces his doctrine: God will bring a people whom He will love, and who will love Him: humble towards the believers; stern towards the false claimers of guidance; striving in the cause of God, and fearing not the reproach of a critic. That is the bounty of God He gives to whom He wills; and God is encompassing and knowing.

I already see this happening with the growth of the believers; Muslims are being humiliated and God will give the Quran-alone believers the ascendancy if they hold fast to the commandments of God and strive in His cause.
